- To promote and facilitate a healthy and safe environment and create an environmental aware society (Waste management).
- To ensure that biodiversity is protected and conserved for sustainable use (management of fauna and flora- game, birds, flowers, wetlands etc).
- To promote a culture of reading, literacy and access to information.
- To promote adherence to traffic laws and municipal by-laws.
- To promote social cohesion through sport and stakeholder forums (mayoral/twinning games and MAM meetings).
- To effectively manage municipal facilities (parks, cemeteries, community halls and stadia).
- To ensure effective fire and rescue services and manage potential disasters.
- To effectively and efficiently manage departmental budget and expenditure.
- To ensure that departmental sector plans are developed/reviewed, implemented and maintained.
- To adhere to the municipal service standards.
- To generate income (Traffic fines, waste removal, community halls, stadia and national monument, libraries etc).

Introduction Of Waste Management
- Development and monitoring of the implementation of municipal integrated waste management plan.
- Collection, transportation and disposal of waste.
- Water preservation, minimization and recycling.
- Promote environmental awareness in communities, and schools through campaigns, workshops and competition.
- Management of waste disposal sites.
- Monitoring and evaluation of effective waste collection transportation and disposal, Waste information system.
Introduction Of Community Development
- To Develop and Maintain Parks around Nkomazi area of Jurisdiction.
- To Develop and maintain Cemeteries and Promote Greening in all the Villages.
- To Develop and Maintain Sport and Recreation Facilities.
- To mobilize funding with regards to establishment of Sports facilities and Recreational Parks.
- To Promote Sport and Recreation in all communities of Nkomazi.
- Liaise Closely with Government Department, NGO, Sport Academies and Sport Confederation to promote Nkomazi Sport Programmes.
- Manage all Library Functions and Activities.
- The number of general workers has to cover the Municipal Parks, Cemeteries, Libraries, Offices, Community Halls and stadiums

- Ensuring effective coordination of HIV, STI’s, TB and other social issues affecting the community including key population (women, children, disabled persons’ LGBTIQ, people living with Albinism, Orphans and Migrant population).
- Nkomazi Local Aids Council as an advocating structure coordinate HIV, STI’s and TB programmes and other related matters.
- Assisting Non-Profit organization dealing with HIV/AIDS and related issues in drafting funding proposal.
- Ensuring that Special Groups programmes are mainstreamed within the Municipal Business.
- The Special Groups focus was proclaimed by the Presidency as the most vulnerable and historically disadvantaged (women, Children Disabled Persons, Elderly and Youth). The mandate of the Government is to ensure that the above-mentioned Special departments render services to the public.
- Advocating for the implementation of special programmes.
- Coordinating and Supporting awareness campaigns and community dialogues conducted by stakeholders in all 33 wards.
- Coordinating and Supporting Ward AIDS Council on HIV, STI’s and TB programs in all 33 wards.
- Coordinate and support school health programs on issues of HIV, STI’s, TB, Drug and substance abuse, as well as addressing teenage pregnancy.
- Sexuality education in Q1 target was 70 but not achieved due to disengagement while in Q4 target was 44 and it was achieved. In other 2 quarters it was not planned for because of the school calendar.
- There was poor performance on learners that benefited through core curricular activities/peer education / keeping girls in schools due to lack of funds.
- There was poor performance on Educators provided with care and support only performed on Q3 103 to target of 80. On Q1 not done due to disengagement, Q2 not planned due to Exams and Q4 not done due to COVID 19 lockdown regulations.
- Learner and teacher materials distributed in Q1 30 achieved to target of 30, Q2 not planned for due to exams, Q3 distributed 5 and in Q4 not achieved due to COVID 19 lockdown regulations.
- With reference to the above-mentioned subject the following is the annual performance for the Social Worker for the year 2020/2021 financial year. The Social Worker for NKLM has a number of services that were performed in order to enhance the quality of life for all the people in the Nkomazi Municipality.
- During the previous financial year, the Social Worker has been engaging with a number of community members who had approached the Nkomazi Municipality with request to be assisted in terms of late registration of birth in order for them to be able to get identity documents and birth certificates.
- Nkomazi Municipality is bordering two neighboring countries namely Mozambique and Kingdom of eSwatini. This situation has brought about a number of challenges that are affecting Nkomazi Municipality.
- One of these challenges is the high number of undocumented persons who are residing within Nkomazi Municipality.
- The Municipality social worker has been interacting with the affected individuals and has assessed the people in order to assist them and to compile a detailed report. The majority of the cases are South African born individuals with both or single parent being a South African Identity document holder, but the parents did not register their children at Home Affairs for various reasons.
- This resulted in these individuals being undocumented, in certain cases, the undocumented having given birth to babies who also become undocumented thus perpetrating the problem.

Introduction to Traffic
- Responsible for law enforcement as part of compliance to the National Road Traffic act no. 93 of 1996.
- Ensure Public safety on our roads and communities.
- Enforcing municipal by-laws.
- Escorting of Mayor, MEC’s, Deputy Ministers, Ministers and Funerals.
- Painting of road markings.
- Replacing of Traffic Signs.
- Losing of roads due to funerals and events.
- Capturing of 56 Notices.
- Capturing Court Roll Results.
- Capturing of Payments and Representation Results.
- Printing of Warrants of Arrest.
- Admin Office Duties.
- Attending of courts and calling of court rolls (Lows Creek, Malelane, Komatipoort and Tonga).
Introduction to Fire & Rescue

Record every information received and dispatch it to the relevant person(s) or Department(s) for urgent response.

Work as mediator between the community and the Municipality in terms of Disaster, Fire & Rescue Services.

Keep record of all incidences that occurred within the jurisdiction of Nkomazi regardless of the nature of the incidence.
The Unit Consists of the Following Components:
- Attend all road traffic accident.
- Attend all house and veld fires.
- Attend all incidents which may cause negative impact to humans, nature and environment.
- Attend to all Disaster related cases.
- Participate in all events which take place within the Municipality.
- Provide Emergency services and support as part of emergency response.
Disaster Team
- Disaster Management Function manages and controls the key performance areas associated with the disaster management and security functionality through inputs into the design, development of approved policies, alignment of procedures, systems and controls guiding critical interventions and processes with respect to loss control, risk reduction and elimination. The team also provide advice, information and guidelines on critical initiatives related to legislative imperatives with a view to sustaining interventions and supporting an integrated approach to protecting Council property and the building of resilient individuals, households and communities within the context of the Integrated Development Plan (IDP).
- Conduct Disaster awareness in communities.
- Attend all Disaster issues when need arises.
- Assist at the Lebombo boarder post during Easter and festive season.
- Assist the community to receive disaster relief post disaster incidences.
- Preparing incidents reports to EDM on monthly basis.
Sub-section VIP Protection
- Protect the Principals at their community outreach.
- Do sites inspection, if need be, during Principal visits.
- Protect and escort Principals if need be.

The main aim of this department is to focus on the municipal infrastructure, which includes ensuring that cooperative governance and public participation take place in organisation infrastructure with effective service delivery.
This directorate consists of a Director, decentralised administrations (area and operational management), Corporate Projects, Vehicle Fleet Management and Housing Services.

Agriculture & Rural Development
Enhancing equal access and participation in agricultural opportunities by advancing agricultural potential.

Environment and Waste
The municipality provides waste management services that include waste collection, street cleaning, clearing of illegal dumping, etc

Traffic
Managing the performance of efficient and sustainable traffic and law enforcement services to all road users and the public.
Directorate purpose
Managers of this directorate are responsible and accountable for area management, including community consultation and participation. This also includes libraries, parks, venue management, and cemeteries. This directorate is assisted by senior managers who are accountable for operational services such as water services, solid waste removal, roads, and parks. Housing administration also falls under this directorate which includes the waiting list and informal settlements.
