Deputy Minister of Water and Sanitation Mr David Mahlobo, led the oversight visit to the Driekoppies Water Project Scheme together with the MEC for COGHSTA Mr Speedy Mashilo.
Speaker
Cllr HV Nyambi-Sambo is the speaker of council at Nkomazi Local Municipality. The powers and functions of the Speaker are twofold, i.e. Chairperson of the Council and Enforcer of the Code of Conduct. The Municipal Council has also appointed the office of the Speaker as the appeal authority in terms of the PAIA.
The aim of the Office of the Speaker is to structure the two functions of a Municipal Council, i.e. its legislative function and its executive function. The Speaker presides at meetings of the Council and performs the duties and exercises the powers delegated to the Speaker. These duties include:
- Ensuring that Council meets at least quarterly
- Maintaining order during meetings
- Ensuring compliance in the Council and Council committees with the Code of Conduct of Councillors
- Ensuring that Council meetings are conducted in accordance with the rules and orders of the Council
